Comments will cease at 7:30 p.m. This
period is reserved for citizens to discuss items not on the listed
agenda. The response to
Public Comments will be limited to:
1) A statement of fact or policy; 2) Direction to take up the
issue with a city staff member; 3) An offer to place the item on a
future Council Agenda. 5. Consideration
of Resolution authorizing employment contract with new City Manager. 6.
Presentation and possible action taken regarding possible
application for new ORCA Grant. 7.
Consideration of Resolution for submission of a grant application
to the Texas Department of Housing and Community Affairs HOME Program
for Owner-Occupied Housing Assistance. 8.
Public Hearing and consideration of Resolution authorizing Grant
Agreement with the United States Department of Agriculture Rural Housing
Service. 9.
Consideration of Resolution requesting financial assistance from
the Texas Water Development Board with respect to improvements for the
City’s sewer system. 10.
Consideration of Resolution engaging engineering, legal and
financial consultants to assist the City in obtaining funding from the
Texas Water Development Board for improvements to the City’s sewer
system. 11. Discussion and possible action taken regarding settlement of pending litigation, United States District Court, Northern District of Texas, Dallas Division, John Doe #7 Plaintiff vs. City of Commerce, Texas, Sheryl Zelhart, Richard Hill, Anthony Henry, John Sands, Billie Biggerstaff and William J. counsel’s duty to the City conflicts with the Open Meetings Act;

purchase, sale, lease or exchange of real property;
3) VTCA Government Code 551.073 - Deliberations regarding
prospective gifts or donations; 4)
VTCA Government Code 551.074 - Deliberations regarding personnel of the
City; and 5)VTCA Government Code 551.076 -
Deliberations regarding the deployment of security devices or the
